Amendment 28 needs to apply to all elected offices.

I would also go so far as adding another amendment that clarifies the following; if there is to be any immunity, increased scrutiny of charges put against them, or reduction of punishment granted for claimed official acts; an official of an elected office must prove that those actions were official, were appropriate as official actions, and did not largely benefit them personally in some way.

Sadly, there has never been a successful Revolution that did not involve violence. In the case of a popularly willed, non-violent revolution, the former holders of power do not refrain from violently starting a counter-revolution. This is what happened to the Spanish Republic in 1931, and the result was a victory by the fascist Generalísimo Franco.
